Is Sake Gluten Free? What the Ingredients Actually Are
Sake made to the Japanese legal standard contains no wheat, no barley and no rye. The ingredient list is rice, water, koji mold and yeast, and rice is not a gluten-containing grain in the sense the regulators mean. So the short answer is yes — but the bottle will almost never say so, and there is one ingredient on some labels that deserves a second look.
What the law actually allows in the bottle
Japan does not leave this to custom. Article 3 of the Liquor Tax Act (酒税法, shuzeihō) defines 清酒 (seishu) — the legal name for what the rest of the world calls sake — as a drink under 22% alcohol made by fermenting and filtering rice, rice koji and water. A cabinet order adds a short list of things a brewery may also use: brewing alcohol, shōchū, glucose and certain other sugars, organic acids, amino acid salts, and sake itself. Nothing on that list is wheat, barley or rye.
Yeast is missing from the legal list because it is an organism doing the work rather than an ingredient being added, but it belongs in any honest account of what is in the tank. Four things, then: rice, water, Aspergillus oryzae growing on steamed rice, and yeast. Rice is a grain. It is not a gluten grain.
This is where most of the confusion starts, and it is a reasonable confusion. Sake is brewed from a cereal, in a process that looks a lot more like brewing beer than making wine — a resemblance we have taken apart before. If beer is grain plus water plus yeast and beer has gluten, the inference writes itself.
The inference is wrong because “grain” is doing too much work. US regulations define a gluten-containing grain as exactly three genera and their hybrids: wheat (Triticum), rye (Secale) and barley (Hordeum), plus crosses such as triticale. Gluten itself is defined as the proteins that naturally occur in those grains — the prolamins and glutelins — and that cause adverse effects in people with coeliac disease (21 CFR 101.91).
Rice has storage proteins of its own, and food chemists use some of the same family names for them. That is a naming convention, not a shared molecule. The regulatory definition is genus-bound, and Oryza is not on the list. Rice is not gluten-free by concession or by processing; it simply never had the proteins in question.
The koji question, which is a better question than it looks
Koji is the mold Aspergillus oryzae, and its job is to break rice starch into sugars the yeast can eat. It is the organism that makes sake possible, and it is also the organism behind miso and soy sauce. That last one matters here, because koji does not have to be grown on rice. Barley koji (麦麹, mugi-kōji) is standard for some shōchū and some miso. And Japanese soy sauce is normally brewed from soybeans and wheat — check the ingredient list on a bottle in your kitchen and you will usually find it there.
So the question “does the koji bring gluten in?” is not a naive one. For seishu the answer is no, and it is no for a structural reason rather than a customary one: the statute specifies 米こうじ, rice koji. A brewery that used barley koji would not be making seishu in the eyes of Japanese law. The one Japanese ferment that routinely meets wheat is a different product with a different legal definition.
The one ingredient worth checking: brewing alcohol
Look at a bottle of honjōzō, ginjō or daiginjō and you may see 醸造アルコール (jōzō arukōru), brewing alcohol, after the rice and koji. It is a neutral distillate added in small quantity — capped at 10% of the weight of the white rice for any designated-name sake — and it is there to lift aroma and steady the flavor, not to pad the volume. We have argued at length that this does not make a sake lesser. But for this particular question it is the one line on the label that does not tell you what it came from.
Japan’s National Tax Agency defines brewing alcohol as alcohol brewed from でん粉質物又は含糖質物 — starch-bearing or sugar-bearing materials (National Tax Agency, seishu labeling standard). Much of the industry’s supply is distilled from sugarcane molasses, but the definition does not require it, and no bottle tells you which.
Here is the part that never makes it onto a label: Japanese law defines brewing alcohol by what it is, chemically, not by what it was grown from. Starch or sugar, both qualify. In principle, then, a batch could begin life as a gluten grain. What settles the question is not the crop but the still. Distillation leaves protein behind — the FDA concluded exactly this in 2020, and on that basis the US now permits spirits distilled from wheat or barley to be labeled gluten-free, provided nothing gluten-containing is reintroduced afterwards. A wheat vodka and a wheat beer are not the same problem. If you would rather not think about it at all, junmai removes the variable: rice, koji and water, and nothing else.
Why the bottle almost never says “gluten-free”
In the United States, sake is regulated as a wine. The standards of identity say so in as many words: sake is “wine of this class produced from rice in accordance with the commonly accepted method of manufacture” (27 CFR 4.21). Under the current Alcohol and Tobacco Tax and Trade Bureau policy, any product made without gluten-containing grains may carry a “gluten-free” claim, so long as the producer has taken proper measures against cross-contact (TTB Ruling 2020–2, 2020). A sake could say it.
Most do not, and the reason is worth knowing. The TTB treats gluten statements as health-related claims, and any wording that ties a drink to a condition such as coeliac disease is prohibited unless it clears a separate and much higher bar. Silence costs a brewery nothing. A claim costs it documentation and exposure. That is a regulatory calculation, not a hint about the contents.
A Japanese label is more forthcoming than you might expect, incidentally. Most alcoholic drinks in Japan are exempt from the general requirement to print an ingredient list, but seishu is not: the labeling standard obliges it to show 原材料名, the raw materials. That is why a Japanese bottle will spell out 米・米こうじ, and add 醸造アルコール when it applies.
Where the genuine uncertainty sits
Three places, and it is more useful to name them than to round the answer up to a reassurance.
You cannot simply test a fermented drink
Both the FDA and the TTB state plainly that no scientifically valid method currently quantifies gluten in a fermented or hydrolysed food in terms of intact gluten protein. Fermentation chops proteins into fragments that the standard antibody assays were never calibrated for, and different kits disagree with each other (Panda & Garber, 2019). This is why gluten-reduced beers carry the awkward phrase “crafted to remove gluten” with a disclaimer rather than a number. One survey of 106 European beers found three of 41 gluten-free-labeled beers testing above the 20 mg/kg threshold, and 15 of 65 conventional beers testing below it (Bustamante et al., 2021). That study is about beer, not sake, and I have found no equivalent survey of sake — worth saying out loud. The point holds either way: for a ferment, the reliable question is what went in, not what a kit reports coming out.
Cross-contact is a facility question, not an ingredient question
Plenty of breweries make more than one thing. A kura that also produces barley shōchū has barley on site. I am not aware of this having been documented as a problem in sake, and I am not going to invent one — but if you need certainty rather than probability, this is the question to put to the brewery or importer, and it is one they can actually answer.
Not everything sold as “sake” is seishu
Flavoured products, sake-based liqueurs and seasoning preparations sit in different legal categories with longer permitted ingredient lists. The reasoning above applies to seishu. If the class on the label is something else, read the ingredients rather than the category name.
One closing note, offered as information and not as advice: coeliac disease is a specific immune condition, and how much certainty a given person needs is not something a drinks article can settle. What an article can do is tell you accurately what is in the bottle. What to do with that belongs to you and your clinician.
Frequently asked questions
Does sake contain wheat?
No. Seishu is defined in Japanese law as a ferment of rice, rice koji and water, with a short list of permitted additions that does not include wheat, barley or rye. Wheat appears in Japanese soy sauce, not in sake.
Is junmai a safer choice than honjōzō?
Junmai contains only rice, koji and water, so it removes the one ingredient — brewing alcohol — whose original feedstock is not disclosed. That is a difference in what you can verify, not a known difference in gluten content, and distillation removes protein regardless. Choose junmai if you want fewer unknowns rather than because honjōzō is suspect.
Sake is brewed like beer. Why does that not make it like beer?
Because the similarity is in the method, not the crop. Beer converts barley starch using barley’s own malt enzymes; sake converts rice starch using a mold. Gluten comes from the grain, and the grains are different.
Can sake legally be sold as “gluten-free”?
In the United States, yes, if the producer is prepared to substantiate that no gluten-containing grain was used and that cross-contact was controlled. Very few bother, because gluten wording is treated as a health-related claim and attracts scrutiny that silence does not.
What about mirin, cooking sake and amazake?
Genuine hon-mirin is built from glutinous rice, rice koji and a distilled spirit, and amazake from rice and koji, so the same reasoning applies. Mirin-style seasonings and some cooking preparations are different products with longer ingredient lists — those are worth reading rather than assuming.
